For more than thirty years, Vanessa Burke has been a steady force of clarity in a world often clouded by financial complexity. A retired but forever-curious Certified Public Accountant, she built her consulting practice on a simple, powerful belief: people come before profits. Guided by that philosophy, she assembled a team of seasoned experts who help organizations face their toughest financial challenges with confidence, compassion, and a clear path forward.
 
Vanessa saw what many overlooked—a widening knowledge gap in government and not-for-profit finance—and she stepped in to elevate the field. With deep roots in public sector and nonprofit auditing, accounting, consulting, and finance, she has become a trusted strategic advisor known for steering organizations toward stability and long-term success.
 
Her career reads like a tour through the modern economy. She has worked across the public sector, insurance, healthcare, technology, manufacturing, distribution, and nonprofit industries—serving not only as an external auditor, but also as a CFO, Fractional CFO, and Controller. Her leadership has shaped municipal bankruptcies, financial restructurings, and high-stakes turnarounds. The foundation for this expertise was laid early in her career at nationally renowned firms—including Grant Thornton LLP, Moss Adams LLP, and PricewaterhouseCoopers—where she honed her specialty in government and nonprofit work. In 2012, she stepped into one of her most defining roles: Chief Financial Officer for the City of Stockton. There, she led nearly 100 employees through the city’s Chapter 9 bankruptcy and delivered critical testimony during trial proceedings.
 
Beyond her advisory work, Vanessa is a sought-after speaker known for illuminating even the most technical topics with clarity and warmth. She has shared her insights with ASCPA, CalCPA, Women in Public Finance, CSU San Francisco, Santa Clara University, CSMFO, the League of California Cities, and Beta Alpha Psi, among others.

Russ Branson

Russ Branson is the founder of Russ Branson Consulting. Russ works with local governments and special districts addressing difficult financial issues facing municipal governments today. Russ has developed budget forecasting models, performed financial condition analysis, and evaluated fees and special tax districts for his city, county, and special district clients. Prior to starting his own firm, Russ was a Director for Public Financial Management (PFM) responsible for overseeing a range of services including the development of long-range financial plans, ensuring sustainable financial health, and optimizing municipal performance.

 

Russ spent 13½ years with the City of Roseville, California in financial leadership positions, including Assistant City Manager and Treasurer, overseeing Finance and Administrative Services. The City of Roseville is a full-service City which also has electric, water, wastewater, and solid waste utilities.

 

Before joining the City of Roseville, Russ was a principal with Economic and Planning Systems (EPS), an urban economics consultancy, where he spent more than a decade providing clients with services including impact fee studies, infrastructure financing plans, and the establishment of special taxing districts. He spent the early years of his career with the Sacramento Area Council of Governments.

Saadiah Ryan-Awahid brings a robust and complementary skill set including local government budget, accounting and reporting, government staff development, process improvement, internal controls, financial analysis, external audit, financial system implementation, operational audit, information system audits and Sarbanes-Oxley Act compliance.

 

Saadiah’s journey started in the state of New Mexico as an entry level accountant and in internal audit and has grown over the past 30+ years to holding significant accounting and leadership roles within California municipal government.

Matt Lenzi is an experienced technology executive and transformation strategist with over 30 years of leadership across public and private sectors, including direct engagements as a fractional CIO and CTO. His background includes leading multi-million-dollar modernization programs, reengineering underperforming IT organizations, and delivering enterprise-scale systems and infrastructure improvements in government, education, and regulated environments.

 

Matt specializes in aligning IT operations with executive strategy, improving decision velocity, and delivering practical roadmaps for modernization, data integration, and automation. He has led digital and operational transformations across complex portfolios, managed teams of 100+, and consistently brought structure to ambiguity, often in organizations facing tight budgets, compliance pressure, or political nuance.

 

From stabilizing day-to-day IT functions to guiding enterprise architecture and innovation initiatives, Matt brings a hands-on, high-accountability approach rooted in transparency, collaboration, and repeatable execution.
